Nepal's medical and industrial cannabis framework — federal bills and provincial frameworks such as Gandaki's — is built on licences from the relevant authority, THC limits verified by certified testing, and traceable operations. Applications favour operators who can demonstrate land access, compliant seed, testing plans, and record-keeping before they apply.
